Steps 1-2:

The image on the left below is an incorrect example because there are only three 1x1x1 "white" blocks, which shouldn't be wasted. Therefore, it should be changed to the image on the right below, swapping the "white" and "brown" blocks to reduce wasted 1x1x1 blocks.

Next, push the second layer forward, place the "white" cube in the middle, and you're done!

The following steps are an incorrect start. The two Z-shaped blocks cannot be placed flat, because no matter how they are placed, one side will always have more than 3 blocks.
